El Concejo Municipal eliminó las plazas de asesores de Alcaldía del presupuesto 2026, dejando en evidencia la mayor ruptura y choque de poder entre los principales órganos de nuestro gobierno local.
Aunque la justificación del Concejo para eliminarlas se fundamentó en la “alta morosidad” y “duplicación de funciones”, las asesorías de Alcaldía han sido cuestionadas por la oposición desde la década pasada, cuando se fortalecieron en los gobiernos del exalcalde Edgar Mora.
El partido Curridabat Siglo XXI, que ha dominado las Alcaldías desde 2002, reconoció en una publicación en Facebook que la eliminación de las asesorías significaba un debilitamiento de la Alcaldía que afectaba “la capacidad del municipio de dar respuestas a la comunidad”.
El partido gobernante abogó por el respeto a las diferentes funciones de Concejo y Alcaldía e insistió en que los asesores “han sido un instrumento de apoyo indispensable para garantizar que las decisiones del Alcalde se adopten con solidez técnica, respaldo jurídico y pertinencia política”.
Asesorías como disputa de poder
Las plazas de asesores de Alcaldía en Curridabat no solo han sido cuestionadas, sino también tema solapado de discusiones y presuntas negociaciones de los presupuestos municipales.
En el fondo, representan la búsqueda de los Concejos Municipales de un contrapeso ante el mayor protagonismo y poder que las reformas al Código Municipal otorgaron a las Alcaldías, desde 1998.
Estas reformas definieron a las Municipalidades como gobiernos “bifrontes”, es decir, con dos órganos principales: Alcaldía y Concejo.
Al tanto, redujeron las potestades del Concejo Municipal, eliminando las figuras de “Ejecutivos Municipales”, nombrados hasta entonces por ese órgano y con la facultad, también, de removerlos.
Las reformas independizaron a las Alcaldías del nombramiento por el Concejo y desde. 2002 son electas por elección popular. Más tarde también asignaron funciones y salarios municipales a la I vicealcaldía, fortaleciendo aún más la Administración Municipal.
El principal elemento utilizado por los Concejos Municipales, no solo en Curridabat, han sido las intervenciones en los presupuestos y la improbación en algunas ocasiones de propuestas de la Alcaldía o la restricción de su accionar.
En marzo anterior, el Concejo disminuyó a la Alcaldía la capacidad de realizar compras sin su autorización, de un monto de ¢115 millones a ¢50 millones.
La vuelta de la tortilla
Este triunfo del Concejo Municipal se hizo realidad gracias al realineamiento de varias regidurías y la ruptura de los regidores propietarios de Curridabat Siglo XXI con su Alcaldía.
Al inicio de la presente administración había dos bloques: los regidores ADN (Alberto Fernández), PUSC (Andrea Vargas), PLN (Bolívar Jiménez) y Gente Pro Curri (Luis Monge) quienes conformaron una “alianza” que llevó a Luis Monge a la Presidencia del Concejo el 1 de mayo de 2024.
El otro bloque estaba compuesto por regidores Oscar Mora e Ingrid Molina (de Curridabat Siglo XXI) y Cindy Hernández (Partido Social Democrático, que después se declaró independiente).
La balanza estaba 4×3, pero la tortilla se dio vuelta: Alberto Fernández y Bolívar Jiménez, junto con la independiente Cindy Hernández se alinearon con los regidores propietarios de Curridabat Siglo XXI, Oscar Mora e Ingrid Molina, quienes en marzo pasado se declararon independientes.
“No he tenido regidores desde el primer día”, aseguró el Alcalde Solano en una entrevista con El Monitor, cuando se dio la ruptura.
En la actualidad, el Concejo Municipal se encuentra en un cinco contra dos. La mayoría y opositora a la Alcaldía está integrada por los independientes Oscar Mora, Ingrid Molina, Cindy Hernández y los regidores de Alberto Fernández, de ADN, y Bolívar Jiménez, del PLN. Sus votos fueron los que dieron fin al equipo de asesores de Alcaldía para 2026 y limitado la capacidad de acción de la Alcaldía.
Otros cambios al presupuesto
El presupuesto 2026 se fue a la Contraloría con las modificaciones aprobadas por un 5 a 2, eliminando el equipo de “escuderos” de la Alcaldía.
Pero la discusión presupuestaria también implicó otros cambios y diferendos. Se estaría eliminando la contratación de profesores de la Escuela de Música, para destinar los recursos a la creación de una “marching band” para Curridabat, se eliminaron recursos para la Policía de Tránsito y se movieron fondos de diferentes partidas para una lista de proyectos propuestos por los regidores mayoritarios.
Según la ley, el presupuesto municipal se debe enviar a la Contraloría General de la República (CGR) antes del 30 de setiembre y este órgano tiene hasta el 30 de diciembre para brindar su veredicto: aprobarlo totalmente (con los cambios incluidos por el Concejo), aprobarlo parcialmente o rechazarlo en su totalidad.
En este último caso, la Municipalidad debe operar con el presupuesto anterior aprobado, es decir, con el presupuesto 2025.
El presupuesto municipal 2026 asciende a un monto de ¢17 246 millones.
