Un equipo de cuatro oficiales de tránsito recorre las calles de Curridabat en sus funciones de control del flujo vehicular y prevención de accidentes, pero a su paso van dejando una estela de usuarios disgustados e indignados por su forma de actuar.
Las quejas por presuntos malos tratos salieron a relucir en una sesión del Concejo Municipal, en la que el Departamento de Cultura de Paz de la Municipalidad (al que pertenece la unidad de tránsito) presentó una informe de trabajo en materia de seguridad ciudadana.
En dicha sesión, realizada el 27 de noviembre pasado, el síndico del distrito de Curridabat, Daniel Fernández (CSXXI), cuestionó que el papel de la policía de tránsito era más represivo que preventivo.
El regidor Albert Fernández (ADN) reclamó más presencia en lugares donde realmente se necesita. Dijo que “no van a Granadilla a ciertos lugares peligrosos, pero sí hacen partes a los papás que llegan a dejar sus hijos a los centros educativos”.
El regidor Oscar Mora, de Curridabat Siglo XXI, dijo sentir “pena” y “vergüenza” “por la forma en que se conduce la policía de tránsito de Curridabat”, y aseguró que ese no fue el espíritu con el que fue creada.
“Evidentemente, la policía de tránsito nuestra ahora es represiva, no es una policía de tránsito con el espíritu de una Ciudad Dulce”, sentenció. Además, dijo que del mismo modo que el Concejo había aprobado recursos para su creación, podía eliminarlos.
En El Monitor hemos recibido incontables quejas sobre los presuntos malos tratos.
“Como es posible que este señor no tiene ni una gota de amabilidad ni mucho menos de respeto por la gente”, nos dijo un vecino que no dio su identidad pero que se mostraba sumamente molesto porque, según contó, hacía unos días le habían decomisado las placas por estar parqueado frente al Palí.
El vecino reconoció su falta, y aseguró respetarla, pero manifestó su molestia por la forma en que fue tratado.
“No puede ser que pongan línea a amarilla frente a supermercado donde compramos la comidita la gente humilde y que llegue este señor a pegarle gritos y amenazar a una señora de 80 años por estar ahí en un carro parqueada”, nos reprochaba una señora muy indignada.
En un chat de vecinos en el que comparten información sobre el tránsito en el cantón, el asunto del policía es un tema que ocupa a los contertulios y enciende los ánimos, las quejas son las mismas y los vecinos discuten sobre la legalidad.
A pesar de las quejas, tanto por parte de regidores como de la comunidad, existe acuerdo en que se requiere más presencia de la policía de tránsito, especialmente en puntos rojos, como la rotonda de Hacienda Vieja, el SEK, el centro de entrenamiento del Saprissa, centros educativos como la escuela de Granadilla Norte, el Colegio de Granadilla o la zona de la escuela Quince de Agosto, en Tirrases.
Además, las quejas se suman a la tardanza en la atención de choques.
La jefa del Departamento de Cultura de Paz, Karla Rodríguez, defendió la actuación de la Policía de Tránsito y aseguró que tratan de mantener un acercamiento activo con la comunidad. Explicó, ante consultas de los regidores, que la Policía de Tránsito se rige por las normas establecidas, siguiendo los procedimientos de ley.
Si a una persona le son retiradas las placas, tanto el parte como las placas se deben atender en el Cosevi.
En relación con la atención de choques, detalló que se deben reportar al 9-1-1, que de ahí se trasladan al MOPT y si el MOPT no tiene personal, lo traslada a la Unidad de Tránsito de Curridabat. Según explicó, la atención puede ser en 10 a 15 minutos, pero depende del tiempo en que el MOPT traslade el aviso a Curridabat.
Sobre vehículos en abandono, manifestó que la Policía de Tránsito municipal no tiene potestad de ley para su retiro, y que corresponde al tránsito nacional.
